North Bowl this Sunday

This will be our first tournament at North Bowl. It will most likely be our last.

I spoke with the manager this morning. He insisted that we never discussed lane conditions (not true) and he informed me that, not only is it not in "his best interest" to put out a sport shot for us, that he does not intend to re-oil for us after his morning leagues. Sorry guys.

USBC CHANGES YOUTH ELIGIBILITY RULES!!!

11/21/2006

By Mark Miller
USBC Communications

The United States Bowling Congress Board of Directors has approved the modification of Youth Membership Eligibility Rule 400, effective immediately, to expand the awards deemed acceptable under the terms of USBC Youth membership. In addition to previously allowed symbolic awards, USBC Youth members are now eligible to be awarded bowling equipment, gift certificates, apparel and other merchandise prizes with a total value not greater than $500 in any one event, excluding scholarships.

The modifications also allow for USBC Youth members to compete in singles competition where cash and/or bonds are awarded, as well as merchandise prizes exceeding $500 in total in any one event, but must waive rights to these awards by signing and completing the USBC Prize Waiver form prior to their participation in that competition.

Acceptance of awards of cash or bonds of any amount or any merchandise prizes with a total value higher than $500 per event remain prohibited for youth members under USBC's revised Rule 400. Violations of the terms of Rule 400 could result in the loss or suspension of youth membership.

There also remains no limit on the value of scholarships that can be awarded in youth competition. The scholarship funds from USBC certified events and leagues will continue to be required to be deposited with USBC's SMART program. USBC Youth members may be awarded scholarships from singles competition in which cash and/or bonds are awarded.

"The USBC Board determined that the former Rule 400 placed unnecessary restrictions on everyone associated with USBC Youth membership and concluded the best course of action to alleviate this issue was to modify Rule 400 effective immediately," USBC President Michael Carroll said.

The previous version of Rule 400 intended to protect the current and future interscholastic sports eligibility of USBC Youth members through the most restrictive interpretations and limitations. The USBC Board concluded that placing these restrictions on all USBC Youth members was unnecessary due to the lack of uniform eligibility standards for interscholastic sports nationally.

"The new structure of USBC allows for addressing of significant issues to be handled in an expedited manner," said USBC Chief Executive Officer Roger Dalkin. "The previous version of Rule 400 placed undue and unintended restrictions on USBC Youth members, league and association coordinators and proprietors. The USBC Board modified Rule 400 to address these restrictions and expand acceptable awards that promote and enhance the participation in youth bowling."

The USBC Board concluded that compliance with local/state interscholastic eligibility rules and policies is the responsibility of the individual member and his/her legal guardian. However, USBC will continue to educate USBC Youth members and their legal guardians that competing in USBC certified competitions and acceptance of some awards now acceptable under Rule 400 could jeopardize individual member's interscholastic sports amateur eligibility.

These changes do not affect the USBC Youth High Score Awards program.

"USBC's Youth membership program, certified tournaments and leagues, as well as USBC's dedication to the growth of high school and collegiate bowling, offer youth of all ages many choices to be active in the sport of bowling," said Mitch Mitchell, chairman of the USBC Youth Committee.

For the full wording and/or interpretation of the USBC youth eligibility Rule 400 and more information, contact USBC's Rules department at (800) 514-BOWL, ext. 3155.

HOW DID THEY GET THIS POWER????

Will the delegates have the opportunity to vote to approve or reject this action at the next USBC Annual Meeting?

No. In accordance with Article IV, Section E, Item 12, the USBC Youth rules are under the control of the USBC Board and not the delegates.

Now they have complete control over the millions in scholarship money and no one can take it away from them.

HOW DID THIS HAPPEN??????

Our First Season is Drawing to a Close...

I received the annual financial statements and current year (8 months) income/expense reports on Jr Gold and SMART. These have been posted on the message board for all to download and peruse. I did ask for 7/31/05 income/expense reports for those two which Mr. Dalkin has said he’ll get right out to us.

Our next to last tournament is this coming Sunday, May 7th, at Upper River Fun & Games, White River Junction, VT. We will be selling raffle tickets for the RotoGrip balls and bags (drawing to be held in June at the Championship).

We can hold Jr Gold qualifiers for the 2007 tourney in Buffalo at all the remaining tournaments, including the Championship, if there is enough interest.

Those of you who have qualified for this year’s Jr Gold National Tournament please make sure you have submitted your paperwork to the national office. If, for any reason you are not going to be able to go to Ft. Lauderdale, please let me know ASAP so that your spot can be given to someone else. I believe the deadline for any substitutions is May 15th.

Our last regular season event will be held, as usual, on Mother’s Day, May 14th, at Bradley Bowl, Windsor Locks, CT. I would like to hold a meeting after the tournament to discuss and vote on issues and possible changes for the next season. I hope to have next season’s schedule ready by this date.

Received these two e-mails from USBC

Received these two e-mails today:
First…..
Dear Kathi:

The dues increase is the first in seven years for youth bowlers.  I don't think
that is unreasonable, and I am sure there is not much that youth can buy these
days that has not increased in seven years.  Also please note that the national
dues for youth is now below that of adults.  We have not decrease the awards
that are available, just change the type of award to comply with high school
athletic eligibilities.

Relative to the NCAA rules, there are many athletes competing in NCAA sports
other than bowling that could be impacted by bowling scholarships they win.  Not
to get into a long explanation, but an athlete in track, who is receiving
scholarship money for bowling from any group other than the NGB could be
declared ineligible under the bylaws of NCAA.  Has anyone been declared
ineligible, the answer is technically yes.  A number of bowlers at some NCAA
schools had to go through an appeal process to retain their eligibility.  NCAA
granted those requests based on the short time frame the sport has been
recognized.  As we become more established and understand the rules, the NCAA
will be less lenient with bowlers.

I am not familiar with the particular youth to which you refer, but I would
guess that after competing in the adult ranks he filed an appeal with USBC
outlining the circumstances and a request to reinstate his youth status.
Obviously, based on what you said we granted that request.  Such a process is
allowed under our rules in certain circumstances.

The high school "membership" program was developed to track high
school bowlers, because state high school rules indicate that a sport cannot
mandate the joining of a sports organization as a requirement of participation.
Thus, to encourage those schools and conferences that choose not to certify the
competition, a basic high school membership program was developed that includes
on line registration, a recognition program of medals and a copy of Youth
Bowler.  The "membership" does not make the athlete eligible for any
USBC Certified competition, it only covers them in high school matches.  This
allows us to communicate and encourage those athletes that may not be bowling in
other youth activities to bowl in local youth bowling programs and join USBC as
a regular youth member.

Kathi, I can list all of the reasons to certify a tournament, but any tournament
can choose not to certify and still use the rules, the averages, the assistance
of USBC if there are rules issues, and more.  If the only reason you think to
certify is awards, then USBC still has the complete recognition program in
place, with a simple modification of the honor scores to medals and
certificates.  I sure would hate to have a bowler qualify for an award and then
the tournament tries to certify after the fact for the benefit of that bowler.
And unfortunately the USBC will be viewed as the one not protecting the youth,
even though the tournament director chose not to certify over the ring issue.

By copy of this response I am asking Bud Kempen to forward the financial
information to me to email to you.

Roger:
I look forward to receiving the financial information on Monday.

I don't think you'll be able to convince me that the loss of the rings for honor
scores is a good move on your part. Some families cannot afford the cost of the
rings. You are planning to increase dues, yet are decreasing the awards
available.

When my daughter was looking at colleges, I made it my responsibility to find
out what the NCAA rules were. Only girls bowl under NCAA auspices. Who has been
denied NCAA eligibility for accepting YABA awards? Even USBC doesn't stick to
their own rules...I was furious to find out last year that some boys who had
"gone adult" and won $$$ were allowed to supposedly return the money
and regain their junior status...one then went on to win scholarship money at
Jr. Gold.

I also read last night that unsanctioned high school bowlers are being allowed
to "register" with USBC and received the paper and be eligible for the
awards without actually paying for sanctioning. Is this correct?

I still don't see any advantage to sanctioning tournaments any longer. Care to
list some?

My apologies but a personal matter has arisen that requires me out of the office

Responses from USBC

Here are two e-mails received from Roger Dalken, CEO at USBC

The first:

Dear Kathi:

Thanks for the information.  I'll try to provide you with the information you requested.  Please understand that an auditor does not look at every account and every transaction, but does tests on the process.  The audited financial statements of USBC are published annually and are in the delegates' book distributed at convention.  Do you want the audited financials sent electronically in PDF form?

What I actually think you are looking for is the budget breakdown for the Junior Gold, the list on investment instruments used for SMART, and the expenses charged buy USBC to manage SMART.  I just want to verify this before I send you something you don't want.

The second:

Dear Kathi:

I will get the information and forward it to you Monday.

In answer to your questions, we have to administer a program nationwide and to set individual standards based on state or even local athletic eligibilities would be virtually impossible.

The only change that has some impact is the change of the ring or watch to a medal and certificate.  The recognition by the national organization is still there, just the form has been modified to comply with athletic eligibility requirements.  Parents or the athlete still has the option to buy the ring.

The scholarships have not been abandoned or outlawed, only that once the youth qualifies for the scholarship it is administered by the National Governing Body of the sport.  the NCAA does not want to monitor, review or approve multiple independent organizations within a sport to be sure they comply.  The NCAA simply, as a result of their bylaws, assigns the responsibility of administering scholarships to the NGB to assure compliance.

Thus, the recognition is still there, the scholarships are still available.  we are simply trying to protect youth against potential eligibility issue as bowling becomes more recognized as a sport.

E-Mail I have sent to USBC

Gentleman:
I have been running junior tournaments in the Northeast for the past five years.
I have been using SMART until just recently...

I am more than concerned about the operations of the USBC organization. I have
previously requested an accounting of the SMART program and the Jr. Gold
National Championship. I wanted a copy of the audited statements. I was told I
couldn't have them. It is really audacious to try to strong arm me into
investing my junior bowlers scholarship money in your fund without any assurance
that it will be well managed.

I also think the allocated portion of Jr. Gold entry fees to expenses is
absolutely exorbitant....$104,000, give or take, to run a tournament...not
counting entry fees for survivors, doubles and team events, and opening and
closing ceremonies and membership fees of $25/$30 per member (whether or not
they qualify for the tournament)...come on.

Last year the entry fee allocation for Jr. Gold was 50-50-50. 50x1500=75,000
plus other fees. How that could not be sufficient is beyond me. Scholarships
awarded were $50,000. What happened to the other $25,000? I assume that is the
$25,000 you have so generously added to this year's purse.

I work hard to provide a decent amount of scholarship dollars for my bowlers
without just handing it over to anyone with carte blanche in management of if. I
provide nearly the only chance the junior bowlers in New England have to qualify
for Jr. Gold.

There seems to be a strong undercurrent of displeasure with USBC with the
revision of your non-awards program. There is no high school bowling in
Connecticut or most of New England. And I see no prospect of it in the near
future. Without the rings/medals/scholarship dollars to recognize their
achievements, what is the advantage to them for me to continue sanctioning my
tournaments?

Northeast Junior Scratch Tour

Chuck states it well...please read

To all our junior bowlers and their families,

The United States Bowling Congress (USBC) is in the process of making changes in their rules that will affect all junior bowlers. The JBT thinks most of these rules are not in the best interest of junior bowling and we are fighting for what we think is right. If you visit http://www.bowl.com/ most of the changes are explained there.

Our biggest concerns/complaints involve:
1) Beginning next season, the USBC will REQUIRE all certified tournaments to use their banking system (it's called SMART) for scholarship money. The JBT has always handled it's own scholarship money since we began awarding scholarships in the late 1980's and has had no problems. If we use SMART, we will receive less or possibly NO interest on the money they hold. This interest is crucial in helping add to the prize list of many of our special events in which you compete. This is not fair to you!

2) Beginning next season, the USBC will ELIMINATE rings, watches, etc that are awarded for honor scores such as 300, 800 and 700 for girls. They believe these awards may endanger your eligibility in other sports. It sure hasn't stopped football, basketball and other high school sports teams from awarding rings to their champions. This has not been a problem in the past and we feel they are trying to fix something that isn't broken. This is one less set of awards available to you even though the sanction fee is set to INCREASE. These rings, etc. will be available for you to PURCHASE if you "earn" one.

3) If the JBT (and other organizations) refuse to allow USBC to earn interest on our money, our events will not be certified by the USBC. We are trying to find a way to work with the USBC to avoid this from happening, but it doesn't look promising. We are not willing to sacrifice prize money from YOUR special events by allowing USBC to keep the interest earned on JBT scholarship funds.

4) If we are not certified, we will not be permitted to run Junior Gold qualifying events next season during our regular events. We are also trying to find a solution to this problem, but the best we can hope for is a few events to be run, which will results in fewer of our bowlers qualifying for the Junior Gold tournament in Buffalo next July.

The Junior Bowlers Tour is not alone in their stance against these changes. Almost all similar organizations around the country are disappointed and outraged at what USBC is doing to the tournament groups, leagues, local associations, bowling centers and MOST OF ALL the junior bowlers.

Please make yourself aware of what is happening that threatens the quality of junior bowling everywhere. There is a message board which has started a thread about this subject. Please read it and feel free to comment. (don't be confused by the name of the link)

Although we expect you will be as outraged as we are once you are completely aware of the situation, we urge you to show these men the respect their position deserves should you decide to contact them.

Thank you for taking the time to read this. We felt you should know what is happening behind the scenes that will affect all of us.
